This law will hurt some of the flippers, but if you keep your cars for awhile this is a good thing even on used.  The one time tax will probably be about 5 years of Ad Valor em, after that your tax free.

I don't know. I have three next month all are just $20
each. My mom has two next month both only $20 each.

My jeep is currently around $80 and the commander is about $150 this year and still dropping.  A one time fee would be about $400-$600. Not to mention sales tax, as both were bought from dealers. So in my case if I keep either for more than 5 years which I have/will then it would be cheaper to pay up front.
