I'm not a fan of Obama, but I don't think he's to blame for all the ills of the economy. He inherited the recession, and a president has little power to do anything significant to the economy by fiat or executive action. Now with the collusion of Congress (e.g., Obamacare, that's another story entirely).
The spike in the poverty rate can be directly tied to the recession and the resulting unemployment levels.
As the article says, the 47% is now down to 43% as employment rates have risen. I was a proud member of the 47% for the past few years, but mainly because I had tax loss carry forwards to offset capital gains. This year I'll have to rejoin those who contribute to the government revenues. I still need you working stiffs to keep contributing for my SS though. //:hlp//
