Best year 12v to get will be the later ones, 96-98, as they had the 215hp p7100 pump. The first gen 12vs came with the ve pump and are still decent but cant produce the power the p pumps can. As mark said the 24 valves have the vp44 injection pump which is not a terrible pump, it is the lift pump that will fail and starve the injection pump of fuel and then it will burn up, at a nice $1200 replacement cost. You can delay the failure for a while by getting a FASS system and a fuel pressure gauge. The other good thing about the 12v is that it is cheap to get power. buy a $30 fuel plate and almost double your power, of course you'll need gauges and a new clutch to monitor/support this extra power. Since the 12v is a fully mechanical diesel there are very few sensors/wires that are required, making it ideal for an engine swap. Long story short, stay away from early 12v, 24v and any 5.9 cummins that is a 53 block. Any other questions, just ask.
