Why is "new" in quotations in the listing?

I have a 175Hd (HD = Home Depot) that I paid ~400 for 8-9 years ago.  The difference in the HD models is that some of the parts are plastic where the mainline welders will  be metal.  For example, I broke the plastic feed knob on mine and couldn't find a replacement easily.  Ended up machining one.
