I would assume they are controlling the amount of water with what is called a dam.
The Saluda Dam or Saluda River Dam located approximately 10 miles (15 km) west of Columbia, South Carolina on the Saluda River. Construction on the dam began in 1927 and was completed in 1930.
The purpose of the dam is flood control, hydroelectricity, recreation and water supply.
